【摘要】:1.1.1*Thiscodeshallapplytothestorage,handling,anduseofflammableandcombustibleliquids,includingwasteliquids,ashereindefinedandclassified.1.1.2Thiscodeshallnotapplytothefollowing:(1)*Anyliquidthathasameltingpointof100°F(37.8°C)orgreater(2)*AnyliquidthatdoesnotmeetthecriteriaforfluiditygiveninthedefinitionofliquidinChapter3andintheprovisionsofChapter4(3)Anycryogenicfluidorliquefiedgas,asdefinedinChapter3(4)*Anyliquidthatdoesnothaveaflashpoint,butwhichiscapableofburningundercertainconditions(5)*Anyaerosolproduct(6)Anymist,spray,orfoam(7)*TransportationofflammableandcombustibleliquidsasgovernedbytheU.S.DepartmentofTransportation(8)*Storage,handling,anduseoffueloiltanksandcontainersconnectedwithoil-burningequipmentA.1.1.1Thiscodeisrecommendedforuseasthebasisforlegalregulations.Itsprovisionsareintendedtoreducethehazardtoadegreeconsistentwithreasonablepublicsafety,withoutundueinterferencewithpublicconvenienceandnecessity,ofoperationsthatrequiretheuseofflammableandcombustibleliquids.Compliancewiththiscodedoesnoteliminateallhazardsintheuseofflammableandcombustibleliquids.(SeetheFlammableandCombustibleLiquidsCodeHandbookforadditionalexplanatoryinformation.)A.1.1.2(1)Liquidsthataresolidat100°F(37.8°C)orabove,butarehandled,used,orstoredattemperaturesabovetheirflashpoints,shouldbereviewedagainstpertinentsectionsofthiscode.A.1.1.2(2)TheinformationinA.1.1.2(1)alsoapplieshere.A.1.1.2(4)Certainmixturesofflammableorcombustibleliquidsandhalogenatedhydrocarbonseitherdonotexhibitaflashpointusingthestandardclosed-cuptestmethodsorwillexhibitelevatedflashpoints.However,ifthehalogenatedhydrocarbonisthemorevolatilecomponent,preferentialevaporationofthiscomponentcanresultinaliquidthatdoeshaveaflashpointorhasaflashpointthatislowerthantheoriginalmixture.Inordertoevaluatethefirehazardofsuchmixtures,flashpointtestsshouldbeconductedafterfractionalevaporationof10,20,40,60,oreven90percentoftheoriginalsampleorotherfractionsrepresentativeoftheconditionsofuse.Forsystemssuchasopenprocesstanksorspillsinopenair,anopen-cuptestmethodmightbemoreappropriateforestimatingthefirehazard.A.1.1.2(5)SeeNFPA30B,CodefortheManufactureandStorageofAerosolProducts.A.1.1.2(7)RequirementsfortransportationofflammableandcombustibleliquidscanbefoundinNFPA385,StandardforTankVehiclesforFlammableandCombustibleLiquids,andintheU.S.DepartmentofTransportation?sHazardousMaterialsRegulations,Title49,CodeofFederalRegulations,Parts100?199.A.1.1.2(8)SeeNFPA31,StandardfortheInstallationofOil-BurningEquipment.
