【摘要】:Certaincriterianeedtobemetbeforeundertakinganinterlaboratorystudytodeterminetheprecisionofatestmethod.Itisnotnecessarythatallofthefollowingconditionsdescribedbecompletelyfulfilledineverycase;however,ifsomeconditionsarenotmetoraremetincompletely,theprogramwillbecomemorecomplicatedandrequiremoreworkandexpense,ormayresultinimpairedinformation.Therecommendationsoutlinedinthissectionareintendedtoensurethatthetestmethodisfreeoftechnicaldifficultiestothegreatestextentpossiblebeforeanexpensiveandtime-consuminginterlaboratorystudyisundertaken.Thefirstrequirementistheexistenceofavalidandwell-writtentestmethodthathasbeendevelopedinonecompetentlaboratory(orbycooperativeworkinasmallnumberoflaboratories),andhasbeensubjectedtoascreeningprocedure,ortoruggednesstestingasdescribedinPracticeC1067.Asaresultofthescreeningprocedureandsomeexperiencewiththetestmethodinthesponsoringlaboratoryandoneortwoothers,awrittenversionofthetestmethodhasbeendeveloped(butnotnecessarilypublishedasastandardmethod)thatdescribesthetestprocedureintermsthatcaneasilybefollowedinanyproperlyequippedlaboratory.Conditionsthataffectthetestresultsshouldbeidentifiedandtheproperdegreeofcontrolofthoseconditionsshouldbespecifiedinthedescriptionofthetestprocedure(seeNote1).Note18212;Thedesireddegreeofcontrolofconditionsthataffecttestresultsmaynotalwaysbepracticallyachievable,andtolerancesinthetestmethodshouldrecognizethisfact.Variationsintestresultsduetovariationsinsuchconditionscontributetothetotalvariationwhichdeterminestheprecisionofthetestmethod.Iftheresultingvariationissogreatthatuncertaintiesinaveragevaluesobtainedbythetestmethodareunacceptablyhigh,thenthetestmethoditselfisatfault,andeffortsshouldbemadetoimproveitortoreplaceitbyabetterone.Anexpensiveandtime-consuminginterlaboratorystudyshouldnotbeundertakenonsuchatestmethod.Anyapparatusrequiredforperformingthetestshouldbeappropriatelydesignedandavailableatreasonablecost.Personnelinparticipatinglaboratoriesshouldhaveenoughexperiencewiththetestmethodsothattheyarecompetenttorunthetest.Theimportanceofthisrequirementwillvarywiththecomplexityofthemethodandthedegreetowhichitdepartsfromfamiliarprocedures.Preliminaryknowledgeshouldexistabouthowchangesinmaterialsandconditionsaffectthetestresults.Thereshouldbeareasonabledegreeofcertaintythatthewithin-laboratoryvariancesarethesameindifferentlaboratories,andthattroublesomeinteractionsdonotexist.Theseconditionsareinvestigatedintheanalysisofthedataofaninterlaboratorystudy,andarediscussedfurtherin8.2.2,8.2.3,andAppendixX1.Facilitiesandproceduresforprocurement,preparation,anddistributionofsamplesmustbeavailableandshouldbeassimpleandfreeofdifficultiesaspracticable.Selectionofsamplesmustbedonebyarandomizationprocess,andonepersonwhoisfamiliarwithrandomizationproceduresshouldberesponsibleforseeingthattheprocedureiscarriedout.RefertoRecommendedPracticeE105.Adequatenumbersofparticipatinglaboratories,operators,andmaterialsmustbeavailable.RequirementsintheseareasarespecifiedinSections4and5.Theentireinterlaboratorytestprogramshouldbedevelopedfromthebeginningwiththehelpandadviceofpersonsfamiliarwithstatisticalproceduresandwiththemate.......
